I can only find one other like it on Ebay and it has a sticker with markings that read:

When you turn the dial on the front the time changes as it should and the yellow/red hand doesn't move.
Weighs just shy of 1 lbs. and measures 3.25"W x 3.25"H x 2.75"D.
I am assuming this may be military because of the 24 hour clock.
I have not tested it so you are purchasing this item "As Is".
